Cluster alerts

So for some architectural decisions that Terraform made, we had to break out the alerts from the pager/ticket endpoint definitions.

98% of this should be a list in order of alerts in the various .tf files

• k8s_alerts.tf for things that are specific to Kubernetes
• synthetics.tf for our probers
